Plan for Victoria Briefing with Minister the Hon. Sonya Kilkenny 

On Thursday, 9 October 2025 the Committee for Frankston & Mornington Peninsula hosted a 'Plan for Victoria' briefing with the Victorian Minister for Planning, the Hon. Sonya Kilkenny MP - and the Member for Hastings, Paul Mercurio MP.

The Minister outlined to our members the key components, themes and principles of Plan for Victoria and its impact for Frankston and the Mornington Peninsula. Significantly, the Plan reflects the housing targets set by the Victorian Government for our region - 33,000 in Frankston City Council and 24,000 in Mornington Peninsula Shire.

Housing remains one of the most critical issues for our region - from crisis accommodation and support, through to rentals, affordable housing, workforce accommodation, and short-stay accommodation.

Following the briefing, the Minister took questions from members in relation to the following planning themes and areas:

  • Release of SUZ-1 land for broader commercial and industrial use
  • Release of SUZ-1 land for appropriate residential development
  • Improving public transport south of Frankston -  including the uplift of the Stony Point line which would provide greater access to healthcare, education, and employment opportunities for Western Port residents
  • The proposed Victorian Renewable Energy Terminal in Hastings and the associated economic uplift for the region with major projects like this
  • Encroachment of the urban growth boundary on industry - like nurseries, agricultural land, large employers, and manufacturers - and the certainty required for residents and businesses in those areas
