Stephen Batty has lived in the Mornington Shire for 38 years. Stephen is married with 3 Children and has 8 grandchildren. Stephen manages a successful small family business.

Stephen has an accountancy and science background. Prior to embarking in his own business pursuits Stephen was operations manager of the Melbourne Cricket Club and Marvel Stadium.

Stephen has overseen many of Melbournes major events. Stephen is passionate about the Mornington Peninsula and has been involved in schools, clubs and sporting committees in the shire, and has participated in many of the local festivals and events. If Stephen was successful with his nomination he would see it as a privilege to represent the people in the Briars Ward and the Mornington Peninsula.

Stephen is committed to improve the facilities and infrastructure on the Peninsula, while protecting the assets of the shire. Stephen has the necessary qualifications and proven experience to work in a team environment and work towards bringing the community together. Stephen wants to become involved and improve the public transport network alternatives, and protect the magnificent environment that we have in this diverse area.

Stephen wants to ensure that business opportunities are sustained for future generations. Stephen acknowledges the importance of tourism numbers on the Peninsula and is prepared to work hard in promoting the area, whilst maintaining the integrity of the residents.The Peninsula is home to some of Australia's best wineries and tourist attractions and it is vital that we provide the support for these very important industries.Stephen wants to represent sporting and recreational clubs in providing the best available facilities to encourage our children to participate. Stephen will represent property owners, business operators, residents and the organisers of the many festivals and events held in the Shire.

What do you see are the key issues facing the Mornington Peninsula and how do you envisage contributing to a resolution?

COVID 19 Recovery.

What skills/experience will you bring to your role as a Councillor that will benefit the Mornington Peninsula community?

Resident of the Peninsula for 38 years
Proven small business acumen
Communication, negotiation and collaboration skills
Committee Experience
Event Management Experience
Tertiary qualifications in Economics, Accounting and Forestry.
Risk management and strategic planning experience
Involvement in sport and recreational activities.

What is your view on the Baxter Rail project that has a $225 million commitment from the federal government?

This is a project that I have been following for many years.

The Mornington Peninsula is in urgent need of improvement in Public Transport, and is included in my commitments should I be elected.

Unfortunately I have not been involved with this process and am deeply concerned that the project has now stagnated with no direction. To be spending $ millions on further upgrades to Frankston Station precinct is in my opinion a waste and these funds should be put into the Peninsula Link project .

If elected I would like to see this project a high priority in 2021.

What will you do as a candidate to ensure that the Mornington Peninsula Shire honors its commitment to the State governments Small Business Friendly Program?

Yes I do support this program, and it should be expanded and is very important in our COVID 19 recovery. Small business awards should be introduced and more assistance provided.

Do you believe the Mornington Peninsula is disadvantaged by being considered part of metropolitan Melbourne and not being able to access the same benefits as Geelong who are considered a regional council, and do you believe this should be a priority of a newly elected Mornington Peninsula Council?

This topic is on my commitment list. An evaluation is required, instead of COVID 19 over reaction. I need to evaluate the effects on boundary areas like Mt Eliza and Somerville. What is the effect on trading conditions and the Baxter rail project?

The current Mornington Peninsula Council has recently taken an approach to enforcement that has seen a significant increase in prosecutions at VCAT and the Victorian Magistrates Court at great expense to ratepayers, and in relation to VCAT- very low success rates. If elected will you support this current approach to enforcement and if not how do you propose Council can create a more harmonious productive relationship with ratepayers?

I am generally against the use of external consultants and associations, as it is expensive, and such decisions should be made from within. We must elect personnel that have the necessary experience and qualifications to make decisions. In relation to very specialised areas of expertise, consultants should be engaged.

The newly elected Council will have significant work to do in response to the COVID-19 recovery phase— what do you believe the best way the Council can assist the community and business?

COVID 19 Recovery is the first item on my commitment list.

Federal and State financial support is necessary to commence the recovery, however the Shire must be flexible and assist all on the Peninsula.

Areas that should be discussed at a council level include: permits, trading hours, licensing, promotional activities, and some financial relief to property owners.

Why should ratepayers vote for you?

I have proven business and event management experience and qualifications, and believe that I have the necessary knowledge to provide the best possible advice in discussing a wide range of topics.

If you are elected, what would you like your legacy to be at the end of your four year term?

To fulfil my commitments and retain the Mornington Peninsula as one of Australia’s most desirable locations.
